Try coconut flour or, possibly, arrowroot. I discovered both at Wal-Mart super centers, incidentally.

This recipe is certainly really worth trying. I managed to get a week ago. Didn’t have capers, had Greek olives, that we minced. Only had 1/2 lemon and so i added juice from 2 clementines. Used yams noodles. Terrific! It’s a fairly forgiving recipe, and also the leftovers were great.
